Successive ACT Governments have aimed to integrate environmental, social and economic considerations into decision making.However, the question I pose to you is when decision makers integrate environmental, social and economic considerations are they truly optimised? Does one take precedence over another? Who decides what tradeoffs are made and under what circumstances? Are those decisions transparent? Or does the economic component still outweigh the social and environmental components in decision making.?

With this in mind I asked Dr Gerry Bates to facilitate two workshops and deliver this paper based on current ESD literature, and the findings from the two workshops. One workshop was with leading academics and innovative thinkers, and the other with senior ACT government decision makers.
